Primarily designed as a follow-up to the 40 Hour Basic Truck Weight Enforcement (Truck I) course, this program addresses safety-related issues and enforcement on Second Division vehicles operating within Illinois. Commercial vehicles are involved in a disproportionate amount of serious and fatal accidents each year on Illinois highways. Proper recognition of commercial vehicle deficiencies as part of a truck enforcement, traffic crash investigator, or traffic officer's normal duties will help reduce the frequency and severity of potential accidents on the highways. Students will be certified as local law enforcement officers enforcing commercial vehicle safety regulations within the scope of the Illinois Vehicle Code and not as Federal or State MCS inspectors. Topics to be discussed include: • Overview of commercial vehicle safety and the history of traffic crash involvement • Truck and semi tractor-trailer nomenclature • Illinois safety tests vs Annual Periodic Inspection requirements • Brake systems • Wheels, rims, and tires • Load Securement • Steering, suspension, and frames • Coupling devices • Jack-knifing and off-tracking issues • Illinois traffic law relative to moving and equipment violations • Commercial vehicle enforcement and authority and available assistance • Comparison of Federal BMCS regulations and IVC regulations Students are required to have previously completed NEMRT's 40 Hour Truck Weight Enforcement (Truck I) course, or similar course, to enroll in this program. Elburn Police Department and Art Sanchez, certified truck mechanic This course has been certified by the Illinois Law Enforcement Training and Standards Board and is not reimbursable by the ILETSB.
