****SCROLL DOWN FOR REQUIRED EQUIPMENT**** Currently-trained rapid deployment instructors will learn specialized advanced tactical patrol skills that can be employed when faced with heavily armed, violent offenders in an urban environment. The course will highlight the MACTAC (Multiple Assault Counter Terrorist Action Capabilities) techniques, tactics and curriculum. The emphasis of this course will be the swift and immediate deployment of law enforcement resources requiring immediate action against armed offenders, be they “lone wolves,” as in Norway, or multiple groups, as in Mumbai. Failure to act in these crises has resulted in catastrophic death tolls. The techniques, tactics and skills taught will assist officers to limit ¬the scope of the crisis, contain and prevent the escape of armed dangerous offenders, rescue downed officers and persons, and ultimately stop the violence. Topics addressed will include: • Integrated tactics for first responders (contact and rescue teams); • Team formations and multiple team deployments; • Urban tactical operations and movement formations; • Use of force and safety protocol guidelines; • Identification and selection of equipment; • Coordination of multiple agency response; • Communication: radio communications, common language terminology, and verbal skills; • Multiple scene deployment and firearms handling. This course is designed for experienced instructors. Only officers that have completed a Rapid Deployment Instructor course through ITOA or through past NEMRT programs of 3 days or more will be allowed to register and attend this course. Officers attending the course should be physically capable of operating in a high stress, physically challenging situations. Course attendees will be expected to run, sprint, kneel, crawl, negotiate obstacles and perform police tactical skills. Be assured clothing will get dirty and possibly damaged. Funding provided by the Illinois Terrorism Task Force, I.L.E.T.S.B. Each attendee is required to bring the following equipment: ✓ Ballistic Vest – Concealed or outerwear ✓ Duty Pistol Belt w/ pistol, flashlight, handcuffs ✓ Patrol Rifle/ Long Gun w/Sling ✓ Department Ball Cap – W / "Police" ✓ Protective Impact Resistant Safety Glasses ✓ Knee Pads ✓ Patrol Uniform for Day 3 – Scenario Day ✓ Water / Sport Drinks to Maintain Hydration ✓ Inclement Weather Gear – we will train rain or shine ✓ Bag Lunch for day 2 & 3 ✓ Simunitions Conversion Kit for pistol / or Simunitions pistol ✓ 250 rds 9mm FX Marking Cartridges – any Color ✓ 100 rds 9mm FX Blanks The following items are highly recommended: ✓ Department Vehicle ✓ 9mm Patrol Rifle Simunitions Conversion Upper - .223 Sims Not Allowed ✓ Protective Gloves: Leather / Nomex / Tactical ✓ Weapons Mounted Lights – Pistol & Rifle ✓ Ballistic Helmet ✓ Go-Bag: 2 Extra Rifle Magazines / Medical - Tourniquet, Trauma Dressing X 2, Curlex X 2, Safety Shears, 2 Pairs Rubber Gloves PREREQUISITE: Only officers who have completed a Rapid Deployment Instructor course through ITOA or through past NEMRT programs of 3 days or more will be allowed to register and attend this course. Lead instructor for this class will be Lt. Ed Mohn, Libertyville Police Department. LOCATION: Day one classroom is at the Libertyville Sports Complex 1950 RT. 45 Libertyville Illinois 60048 / Corner of Peterson Rd & RT. 45. 2nd floor classroom. Afternoon of day 1 and all of day 2 & 3 will be outside tactical work at Halsey Village – Naval Housing – North Chicago & the old Lake County Fair Grounds in Grayslake IL. Directions to the tactical training locations will be provided during the classroom.
