Transparency has become a keyword in the public safety industry as landmark cases involving police officer use of force continue to arise at an alarming rate. Body cameras are offering agencies opportunities to become more transparent with their communities because they provide a view from officers' perspectives rather than those of bystanders holding cell phones. This seminar is not about how to clip a body camera to a uniform and turn it on. Manufacturers of this technology have made that part simple. Rather, this 8 hour program is geared toward command staff who will face management issues encompassing every aspect of these systems, including data storage, CJIS security, accessibility, legal requirements, public records requests, camera selection, and much more. Through examination of studies, videos and accounts of events that have occurred, this course will provide students with the information needed to make informed decisions on how to research and implement body camera systems. This program will cover the following topical areas: - Purpose of body worn cameras - Benefits and limitations of body camera programs - Camera selection - Budgetary considerations - Management of video evidence - Directives and policies - Public records requests This course has been submitted for certification approval by the Illinois Law Enforcement Training and Standards Board. If approved, it will not be reimbursable by the ILETSB. The instructor for this program is Sergeant Michael Oteri of the Daytona Beach Police Department in Florida. With over 18 years of criminal justice experience and over 3000 hours of advanced and specialized training, Mr. Oteri is a high liability instructor, certified use of force analyst, and agency administrator of the longest running body worn camera system on the east coast of the United States. He holds a Bachelor's degree in Business with a focus on supervision and management.
