This training class is intended for police officers who have been assigned to inspect by-the-drink liquor establishments for compliance with state and local regulations governing licensing, signage, restricted sales, advertising, sanitation, and prohibited practices. Special license inspections for seasonal festivals and one-time events will also be discussed. Standardized documentation of violations that comply with state commission standards will accompany a legal review. Please note that this is an advanced level class that goes beyond the uniformed patrol officer "walk-through" and focuses on specific liquor license inspection regulations and procedures. Participants will receive a bound text book and CD-Rom containing the Illinois Liquor Control Act, Illinois Liquor Control Commission (ILCC) Administrative Regulations, and standardized field reports. This course has been certified by the Illinois Law Enforcement Training and Standards Board. It is not reimbursable by the ILETSB. Instructor Bruce Talbot retired in 2003, after 23 years of service with the Woodridge Police Department located in Du Page County, Illinois. Mr. Talbot held the civil service rank of Sergeant and was assigned as a patrol watch commander prior to his retirement. Mr. Talbot was a Deputy Sheriff with the Cook County (Chicago), Illinois Sheriff’s Office for 3 years prior to joining the Woodridge Police Department. Currently, Mr. Talbot is self-employed as a police trainer and substance abuse lecturer. Mr. Talbot lectures at police academies across the country and has been a contract instructor for Northwestern University’s Center for Public Safety’s prestigious Traffic Institute and the Illinois state-sponsored in-service police training agency, North East Multi-Regional Training. Mr. Talbot also has conducted drug free workplace training programs for private sector clients including Alcoa Aluminum, Ace Hardware, K-Mart, John Deere & Company, W.W. Grainger, Bay Valley Foods, and many more.
