The purpose of this 16-hour program is to advance tactical deployment skills for the SWAT sniper/observer, designated marksman or patrolman equipped with a magnified scope or electronic optic mounted rifle, when using a motor vehicle for high risk surveillance. Expert practitioners from the field of law enforcement designed the tactics, techniques and procedures contained in this lesson plan. The primary focus of SEND IT is to provide the SWAT sniper, designated marksman or a patrolman equipped with a magnified scope or electronic optic with practical live-fire capabilities using a motor vehicle as an unconventional shooting platform during high-risk surveillance including but not limited to; patrol operations, special investigations, security details, warrant service, hostage rescue, or barricaded gunman incidents. SEND IT starts in a classroom environment, transitions to off range surveillance exercises and culminates into a progressive time constrained live-fire range exercise to speed decision making, refine mental recognition and improve accuracy. All rifles must be sighted in prior to class. Iron sighted rifles are not permitted. SEND IT addresses the following topics; Covert vehicle surveillance Reconnaissance and mapping Vehicle hides Examination of terminal ballistics Observation and memory recall Alternate weapon support platforms Tactical marksmanship from in and around a motor vehicle For the patrolman: A patrolman equipped with a magnified AR-15 optic possesses more advantages over a patrolman having a non-magnified optic in the area of observation, positive identification and spotting. In addition, the patrolman equipped with a magnified optic or electronic mounted optic has enhanced capabilities over his or her iron sighted counterpart. For this reason, many police agencies have authorized the use of magnified optics and/or electronic optics and have adopted policies governing same. SEND IT will boost the patrolman’s performance in non-typical patrol settings and demonstrates the need for modified skill development in special circumstances that call for high risk vehicle surveillance. For the designated marksman: A designated marksman is a force multiplier in the area of patrol operations and has seen a rise amongst police agencies across the country. SEND IT will enhance the designated marksman’s effectiveness during a real world high level use of force incident and challenges the marksman to perform outside the typical constraints of AR-15 long gun handling by providing real world positional shooting techniques based on the real world environment of patrol vehicle operations. SEND IT is the next step for any previously trained designated marksman and will validate the officers’ training evolution process. For the SWAT sniper/observer: A SWAT sniper/observer is one of the most valuable assets of any law enforcement tactical team and is tasked with critical missions to ensure SWAT commanders have accurate and up-to-date information. The sniper/observer must demonstrate not only proficiency in said weapons system but also the mental composure in situations that are tense, uncertain and rapidly involving. SEND IT will challenge the sniper/observer to perform at higher than expected levels and will validate their role in a tactical team environment. This course will not only enhance the sniper/observer’s individual field craft capacities but the over-all operational team tactics of their special unit. PREREQUISITES: SEND IT will be offered to full-time in-service law enforcement personnel. The tactics, techniques and procedures in SEND IT are for the previously trained officer. All students are required to have completed a recognized long gun handling program prior to the commencement of this course. In addition, all student officers must possess good driving habits. One third of the curriculum involves off-range target reconnaissance and scouting of various sites. Students will be reminded that strict obedience of all traffic laws is mandatory and must be adhered to during this program. Furthermore, this course involves minor physical activity and is mentally challenging. The combination of physical and mental activity is in preparation for the realities of justifiable use of force decision making.
