This two day, 16 hour course has been developed by North East Multi-Regional Training, Inc., to provide police administrators, and those responsible for conducting them, the skills necessary to properly conduct internal investigations. Conducting a proper investigation builds citizen and employee trust in departments and protects police officers’ rights. Ultimately, internal investigations contribute to departments’ missions when complaints against officers for alleged violations of rules, policies, and laws are fairly investigated. This highly informational seminar will include the latest developments in case law pertaining to a variety of issues, including: • The burden of proof for department rules • Due process and officers’ rights • Garrity immunity • The 4th Amendment’s effect on investigations • 1st Amendment rights • The effect of ethics on investigations • The effect of case law on policy • The use of “formal” and “informal” inquiries • Knowing when and how to conduct investigations • Effectively handling citizen complaints against officers The goals of this course are to make students aware of constitutional and procedural law requirements that must be considered when conducting internal investigations and the development of legal department policies governing internal investigations.
