This 8-hour program has been designed by the Illinois Holocaust Museum and Education Center to provide students with an understanding of the importance of democracy and law enforcement and identifying abuses of power and recognizing hate crimes. The Brill Law Enforcement Action in Democracy (LEAD) training is a program designed by the Illinois Holocaust Museum & Education Center, where Illinois law enforcement officers participate in an intense day of active learning at the Museum, exploring the meaning and importance of democracy and law enforcement through the lens of the Holocaust. Participants will understand that changes in government policy and law shifted traditional functions of policing in German society to implementation of human rights abuses and genocidal programs represented as national security and national defense priorities. This shift was incremental, and participants will be able to assess the effect of societal, occupational, and personal factors as well as changes in the legal and political framework of police activity on the decision making of individual police officers during the Nazi era. Historical case studies and contemporary scenarios will extend participants’ thinking and provide the opportunity to explore and discuss more in-depth connected themes of moral and ethical decision making; social responsibility; stereotyping and discrimination; and the abuse of authority. The LEAD training will motivate and engage participants to identify, empathize and connect with the individuals, the human beings, they are committed to protecting – valuing all lives and recognizing the rights of all peoples.
