This 5 day, 40 hour program has been designed by North East Multi-Regional Training, Inc. and Mr. Joseph Crimmins, Attorney at Law and retired law enforcement officer. This practically-oriented course is meant for both experienced and novice officers and addresses significant and problematic substantive and procedural law issues. Recent court decisions, as well as recent statutory additions and amendments, and other relevant legal materials are examined. This rigorous course addresses a wide variety of legal issues relevant to Illinois Peace Officers, both substantive and procedural, including Arrest, Search, and Seizure; Interviews and Interrogations; Identification Procedures, Illinois Criminal Code; Drug Law; Illinois Vehicle Code, and others. This course is structured in the following format: Day 1 will focus on the 4th Amendment of the U.S. Constitution and the probable cause requirements for a police-conducted search and seizure. Discussion points will include the use of deadly force as the ultimate police seizure, the language of the Amendment as applied to traffic stops, search warrants, canine sniffs, and searches. Class will discuss reasonable suspicion and Terry stops, anonymous tips, and 911 calls that result in police seizures. Day 2 will focus on search and seizure law as it relates to searches of residences, hotel rooms, personal property carried in a public place, the legality and requirements of using GPS tracking devices, and obstructing police. The class will discuss exceptions to the probable cause requirements such as consent searches, plain view searches, searches incident to arrest, hot pursuit doctrine, etc… Day 3 will focus on the 5th and 6th Amendments of the U.S. Constitution. Discussion points will be police interrogation, Miranda doctrine, the due process clause of the 5th and 14th Amendments, the rights of suspects in police custody, rights to an attorney, and the public safety exception to the Miranda doctrine. Day 4 will be a review of the Illinois Vehicle Code. Day 5 will be devoted to Constitutional and statutory law related to juveniles. Juvenile-related law will include a review of Chapter 705: Act 405 of the Illinois Compiled Statutes, police procedures when dealing with the interview and interrogation of juveniles, incarceration of juveniles, charging a juvenile as an adult, crimes inside schools, and lockdown procedures and drills.
