This 1-day course is designed for patrol officers or investigators encountering designer synthetic drugs that may not yet be listed under the Illinois Controlled Substances Schedule. Designer synthetic drugs like the narcotic fentanyl analog 4-ANPP, are driving the epidemic of opioid deaths. With 45 different analogs of fentanyl and new non-fentanyl drugs such as U-47700 appearing on the street, police officers are in need of timely information on this emerging synthetic drug threat. New "bath salt cocaine" drugs such as N-Ethylpentylone are being substituted for methamphetamine in Illinois. In this class, officers will review four different techniques to make a criminal arrest on these so called "legal" or non-scheduled designer synthetic drugs. Officers will also learn the requirements for making a felony arrest under the new Illinois Synthetic Substances Act with sample complaint for search warrant. A pharmacological description of the top three current designer drugs reported by the ISP crime lab will be featured. Officers will also review the new safe handling of suspected fentanyl laced drugs and how to recognize and document when a person is under the influence of drugs when a urine drug test is negative. Video clips of actual synthetic drug abusers will be presented Topics include: • History of designer synthetic drugs as a means to avoid criminal prosecution • Review of the 2016 revised Illinois Synthetic Drug Act • Video clips of drug induced excited delirium produced by designer synthetic drugs • Safe handling of suspected synthetic fentanyl analogs and officer use of Narcan • List of recently scheduled synthetic drugs in Illinois compared to the top three synthetic drugs found at ISP labs • Description of the top three narcotic, stimulant, depressant, and hallucinogenic synthetic drugs in Illinois • Discussion on constitutional procedures in seizing synthetic drugs absent field test kit or K9 indicators • Display of actual seized designer synthetic drug, packaging, and concealment techniques This course has been certified by the Illinois Law Enforcement Training and Standards Board and is not reimbursable by the ILETSB.
