This 16 hour program will provide patrol officers and supervisors with the information and skills needed to become more effective in detecting and arresting criminals operating motor vehicles, including drug users, drug traffickers, fugitives, and gang members. The program focuses on the identification of objective criteria for criminal interdiction and NOT on so-called profiling techniques. Topics to be addressed include: - Current intelligence information about the movement and activities of suspected terrorists in the United States - Pre-stop characteristics of criminal behavior in drivers and passengers - Abnormalities on subject vehicles which warrant investigative stops - Requirements of valid reasonable suspicion stops and probable cause stops - The elements of constitutional consensual encounters - Post-stop characteristics of criminal behavior - Roles, responsibilities, and strategies of contact and cover positions for officer teams or backup officers, including standard safety procedures - Identifying characteristics of deceptive behavior - Defining the elements of constitutionally sound searches, including those based on p.c. and those based on consent - Proper search techniques for locating common hidden contraband compartments - Detecting and surviving hidden weapons This program has been submitted for Terrorism Task Force grant funding through the Executive Institute of the Illinois Law Enforcement Training and Standards Board. If funding is not available, tuition will be charged or the course may be cancelled. If funding is approved, tuition will be waived.
