The purpose of this 2-night advanced live-fire law enforcement program is to identify strengths and weaknesses in use of force low-light conditions when facing armed offenders in and around a motor vehicle or the urban environment. Since the majority of a patrol officers career is spent in a vehicle working in low-light conditions. Level 2 will introduce required live-fire weapons handling skills for night time law enforcement patrol vehicle operations. The tactics, techniques and procedures contained in this lesson plan were designed by expert practitioners from the field of law enforcement to increase officer survival in low light environments. The primary focus of level 2 is to provide law enforcement officers with practical low-light weapons handling techniques while employing a weapon mounted or hand held flash light and identifies difficulties associated with the low light law enforcement patrol operations involving: counter-ambush, self-aide (as recommended by the Committee for Tactical Emergency Casualty Care), and citizen/officer rescue. Topics to be addressed include the following: Understand the benefits and limitations to a dedicated weapon mounted light. Understanding the anatomy of human vision. Daytime vs. nighttime Enhance self-aide techniques to increase officer/citizen survival. Establish low-light close quarter weapons handling skills. Overcome physical barriers to tactical marksmanship in low-light conditions. Enhance low-light vehicle dismount procedures involving emergency evacuation and counter ambush. Improve citizen and officer rescue techniques utilizing a motor vehicle in response to armed offenders in low-light conditions. Pass a multi-choice exam with a 90% or higher grade with errors reviewed. Pass a timed low light live-fire practical exam. PLEASE NOTE: This course will be offered to students who have successfully completed VORTEX level 1 or are assigned to a Special Weapons and Tactics Team (SWAT) or Weapons of Mass Destruction Special Response Team (SRT). The tactics, techniques, and procedures in VORTEX II are for previously trained first responders and are not intended for beginners. All attendees should be in good physical condition and possess above average firearms skills prior to taking this program. This course is physically strenuous and mentally challenging to approximate the realities of real world low-light justifiable use of force. STUDENTS ARE REQUIRED TO BRING THE FOLLOWING EQUIPMENT TO CLASS: - Comfortable range clothing, long-sleeved shirt or coat and boots suitable for the season. NO SHORTS OR T-SHIRTS permitted. Bring rain gear and prepare for inclement weather, if necessary, because all training is conducted outdoors - Note book and pen - Hearing protection (ear plugs and head phones) - Eye protection (wrap around and/or ballistic type) - Ballistic helmet with chin strap - Body armor - Pre-zeroed semi-automatic rifle or carbine with a dedicated weapon-mounted light and sling - Chamber Blocking Device (CBD) - 3 serviceable rifle magazines - 350 rounds of rifle or carbine ammunition - NO RELOADS - Rifle or carbine magazine pouch with security device - Pistol with a dedicated weapon-mounted light (preferred) and secure holster - 2 handheld flashlights - Spare batteries and bulbs for all lights - 3 serviceable pistol magazines - 350 rounds of pistol ammunition - NO RELOADS - Pistol magazine pouch with security device - Duty belt - Soft finger gloves (Mechanics, Oakley, Hatch types are suitable) - Elbow and knee pads, if desired - Comfortable hat with visor - Lunch and something to drink This course has been certified by the Illinois Law Enforcement Training and Standards Board. It is not reimbursable by the ILETSB. This course will be offered to students who have successfully completed VORTEX level 1 or are assigned to a Special Weapons and Tactics Team (SWAT) or Weapons of Mass Destruction Special Response Team (SRT).
