Title: Program Manager for Special Projects
Pay: $59,904.00 - $71,884.00 per year
Reports To: Deputy Director
Supervises: Mandate Coordinator
Works With: All NEMRT staff
Outside Contacts: Chiefs, Sheriffs, Department Training Officers, NEMRT Instructors, other Mobile Team Units, Training Institutions, ILETSB staff, and Vendors
JOB PURPOSE: The Program Manager for Special Projects is responsible for advancing the mission of North East Multi-Regional Training (NEMRT) by providing comprehensive leadership in the planning, development, coordination, and delivery of specialized training initiatives. This position ensures the effective administration of in-house course projects, out-of-service area training programs, and other designated special projects through strategic oversight, rigorous curriculum management, and adherence to state certification requirements. The Program Manager for Special Projects serves as the primary liaison to ILETSB for the scheduling and implementation of statewide CIT programming and collaborates with member agencies, governmental bodies, and external vendors to facilitate high-quality training offerings. Work is conducted under general administrative direction and is evaluated through periodic reports to the Deputy Director.
ESSENTIAL FUNCTIONS OF POSITION:
• Works with agencies requesting mandate in-house training to ensure the curriculum is certified by ILETSB prior to the training dates, to include reviewing/editing curricula, ensuring accurate mandate assignment within curricula, and ensuring timely submission of curricula to ILETSB for certification.
• Coordinates with agencies and the Instructor Coordinator to ensure all instructors for a course are ILETSB approved prior to the training dates.
• Coordinates with other NEMRT staff members all pre-class activities for in-house courses including: advising the Accounting Specialist of billing requirements, identifying equipment needs for class, and working with the In-Service Training Managers to make any additional adjustments as needed for a successful course delivery
• Supervises the Mandate In-House Coordinator and assists when needed to ensure all course paperwork is provided to agencies prior to training dates
• Supervises the Mandate In-House Coordinator and assists when needed to ensure all registration and evaluation forms are received, processed and filed efficiently and accurately • Coordinates with NEMRT field representatives to schedule delivery, setup, and retrieval of training aides
• Serves as ombudsman (field representative) for in-house course students who have problems with NEMRT policies, procedures, or instructor activities, represents the class to the Director regarding student welfare, concerns and or class needs, ameliorates student problems where possible, answers questions about NEMRT services and coordinates the field registration process • Locates training instructors to teach new special-project courses
• Provides the Deputy Director all pertinent information on students, instructors, and hosts in order to keep field operations up to date • Recommends newly developed in-house programming for regular in-service delivery
• Actively participates in small group problem solving meetings with NEMRT staff by generating new ideas and by improving coordination of current processes, policies and procedures • Performs other related duties as required
REQUIREMENTS OF POSITION: Two years’ attendance at an accredited college or university with major course work in public administration, criminal justice administration, secondary education, or a related field, and several years of practical experience in training or education in any of these fields; Or any equivalent combination of training, education, and experience which provides the following skills, knowledge, and abilities:
• Knowledge of the criminal justice system, including the component organizations, function, and operations
• In-depth knowledge of the principles and techniques involved in providing specialized law enforcement training programs
• In-depth knowledge of the principles of adult education, in-service training, course preparation, and curriculum development
• The ability to establish and maintain effective working relationships with governmental agencies and their representatives
• The ability to deal with sensitive or confidential information in a responsible manner And must have or be able to meet the following additional requirements:
• Thorough knowledge of business English, grammar, spelling and mathematics and the ability to communicate effectively in English in both written and verbal form including the preparation of technical and business reports
• The ability to maintain an organized and efficient system for programs managed
• The ability to manage multiple projects at a time
• The ability to lift and carry audio/visual equipment and other items weighing up to 50 pounds
• Maintain a valid and proper class of Driver’s License.
