Among the female offender group, women aged 20 to 29 years of age are most likely to commit sexual assault against children. In the male group, those aged 30 to 39 are the most likely to offend.

When race and ethnicity are examined, trends are similar to those seen in victim statistics. In 2007, nearly half of all perpetrators were Caucasian, one-fifth were African-American, and approximately 20% were Hispanic.

Among parents who offend, mothers acting alone or in tandem with another are responsible for committing 44.4% of all sexual assaults. Fathers acting alone or in tandem with another are responsible for 18.8%. Mothers and fathers acting together comprise 16.8% of the total.

According to the National Center for Missing & Exploited Children, there were 20,678 registered sex offenders in Illinois as of December 8, 2009. This number represents 160 offenders for every 100,000 persons in the state.
