UNIT II - ABUSED, NEGLECTED, OR DEPENDENT MINORS (ARTICLE II, 705 ILCS 405/2)

C. Section 2-4 defines those who are dependent to include any minor under 18 years of age who:

  1. Is without a parent, guardian or legal custodian

  2. Is without proper care because of physical or mental disability of that parent, guardian or custodian

  3. Is without proper medical or other remedial care recognized by the state as necessary for their well-being through no fault, neglect or lack of concern by that parent, guardian, or custodian

  4. Has a parent, guardian or legal custodian who, with good cause, wishes to be relieved of residual parental rights and responsibilities.
    Example: A child's parents become very ill or are severely injured and are no longer able to adequately care for that child. The parents wish to be relieved of their parental rights and responsibilities, thus making their child a dependent minor.
This designation would not apply to a minor who would be included herein solely for the purposes of qualifying for financial assistance for him, his parents or guardian.
