B. Termination of Parental Rights :

It may be appropriate to terminate parental rights for the following reasons:

  1. When reasonable efforts are inappropriate or are unsuccessful and there are aggravating circumstances.

  2. The child or another child of that child's parent was abandoned, tortured, and/or abused.

  3. The parents were criminally convicted of first-degree murder or second-degree murder of any child.

  4. Attempt or conspiracy to commit murder or second-degree murder of any child.

  5. Solicitation to commit murder of a child.

  6. Aggravated criminal sexual assault.

  7. When parental rights of a parent with respect to another child have been terminated.

  8. In those extreme cases in which the parent's incapacity to care for the child, combined with extremely poor prognosis for treatment or rehabilitation, justifies expedition in the termination of parental rights.
