to provide investigative support through the coordination and provision of federal law enforcement sources, training, and application of other multidisciplinary expertise, to assist federal, state, and local authorities in matters involving child abductions, mysterious disappearance of children, child homicide, and serial murder across the country.

2001 Promoting Safe and Stable Families Amendments (Public Law 107-133) was enacted to provide mentoring for children whose parents may be incarcerated and to provide educational or vocational training assistance to children aging out of foster care.
2003 Prosecutorial Remedies and Other Tools to End the Exploitation of Children Today (PROTECT) Act (Public Law 108-21) established the national Amber Alert program, provided that there be no statute of limitations for sex crimes and abduction of children, ensured stiff penalties for sex tourism, and the denial of pretrial release for suspects in federal child rape or kidnap cases.
Keeping Children and Families Safe Act (Public Law 108-36) required more comprehensive training for child protective services personnel and required child welfare agencies to coordinate services with public health, mental health, and developmental disabilities agencies.
