Offender Statistics: Who are the perpetrators of sexual abuse against children? The Administration for Children and Families, an office of the U.S. Department of Health & Human Services, sought to identify these individuals through the relationships they share with their victims and to determine the frequency with which they offend. The following breakdown is based upon a 2007 national total of 859,193 perpetrators:

  2. Other relative: 6.6%

  3. Unmarried partner of parent: 4.5%

  4. Unknown: 3.7%

  5. Other: 3.4%

  6. Child daycare provider: .5%

  7. Friends or neighbors: .5%

  8. Foster parent: .4%

  9. Legal guardian: .2%

  10. Residential facility staff: .2%

  11. Other professionals: .1%
