I. Cooperation of Agencies, Serious Habitual Offender Comprehensive Action Program (SHOCAP) (705 ILCS 405/5-145):
SHOCAP is multidisciplinary, inter-agency case management and information sharing system that enables the juvenile justice system, schools, and social service agencies to make more informed decisions regarding a small number of juveniles who repeatedly commit serious delinquent acts/criminal offenses.
Each county in Illinois, except Cook, may establish a SHOCAP committee. In Cook County, each sub-circuit or group of sub-circuit courts may establish a SHOCAP committee. These committees will adopt, though a majority of members, criteria that will identify serious habitual offenders and a written interagency information sharing agreement that includes a provision that all records pertaining to serious habitual offenders be kept confidential.
